CEAP Information Page

North Bay Hydro Distribution limited (NBHDL) is pleased to support the Ontario Government’s launch of the COVID-19 Energy Assistance Program (CEAP) for Residential Customers. The Government of Ontario is providing $9 million to support eligible residential customers struggling to pay their energy bills as a result of COVID-19.

Important Notice – On September 30, 2020, the Ontario Energy Board (OEB) and the Government of Ontario have changed the eligibility criteria to make CEAP for residential customers more easily accessible.

Customers, who have already submitted an application but did not qualify, will be re-evaluated by North Bay Hydro using the new eligibility criteria. Specifically, the OEB is amending the following eligibility criteria for CEAP:

  • Customers that made at least a partial payment with respect to amounts owing from bills prior to March 17, 2020 (including accounts subject to an arrears payment agreement) will now be eligible for CEAP
  • Customers are eligible where the account holder has failed to make complete payment in respect of electricity charges or has been in a position of arrears for any part of at least two billing cycles since March 17, 2020 and has an overdue balance on the date of their application for CEAP
  • The account holder (or the account holder’s spouse or common-law partner that resides in the same residence) will no longer need to be unemployed on the date they file their CEAP application form

There is no need to submit another application. All Eligibility requirements, including the above, are listed below.

Eligibility Requirements–Updated
Residential electricity and natural gas customers may be eligible for CEAP funding if they meet the following criteria:

  1. The customer has an account with a utility or a USMP. Only the customer who is the account holder can submit an application for CEAP.

  2. Customers may qualify if (before March 17) they:
         • did not have any overdue amounts on their electricity bill on March 17, 2020, the date of the Provincial Declaration of Emergency, or
         • made at least partial payments on amounts overdue prior to March 17, 2020.

  3. The customer (after March 17) failed to make complete payment for the electricity on at least two bills issued since March 17, 2020 and has an overdue balance on the date of their application for CEAP.

  4. The customer made partial payments on their bills (including payments made under an arrears payment agreement for amounts owing after March 17, 2020), they may still qualify for CEAP.

  5. The customer or the customer’s spouse or common-law partner received the Canada Emergency Response Benefit (CERB) or Employment Insurance (EI) at any point after March 17, 2020.
         • The customer is required to confirm that this is the case on their CEAP application form.

  6. In the case of an electricity customer, the customer has not received emergency financial assistance for their electricity bills under the Low-Income Energy Assistance Program (LEAP) in 2020 and has not received funding under the Ontario Electricity Support Program in 2020.
