Understanding current rates and how they’re set.

Rates as of May 1, 2026

Effective May 1, 2026, the Ontario Energy Board announced the Summer Time-of-Use (TOU) hours and Tier thresholds are in effect. Customers on the Ultra-Low Overnight price plan are not affected, and electricity rates remain unchanged.

Effective May 1, 2026, following approval from the Ontario Energy Board (OEB), we’ve updated our Delivery Charges. The updated Delivery Charges apply to electricity used on and after May 1, 2026. Bills are based on the period during which electricity is consumed, so the new rates will appear on the bill that includes usage on or after this date. (For example, electricity used in May will be reflected on a bill issued in June.)

Electricity Rates

Eligible customers on the Regulated Price Plan (RPP) have the option to choose between Time-of-Use (TOU), Ultra-Low Overnight (ULO) and Tiered price plans.

If you’re a residential customer, you can choose to switch between Time-of-Use (TOU), Ultra-Low Overnight (ULO) and Tiered prices.

Who is eligible to change price plans?
Customers on the Regulated Price Plan (RPP) are eligible to change price plans if:

  • You’re a small commercial customer with a peak demand less than 50 kW.
  • You’re a mid- or large-size commercial customer who has self-declared to be on the the RPP. Please note that you’ll need to complete our Regulated Price Plan Self-Declaration/Election Form to request changes to your price plan. Please contact customer service.

To switch price plans, you must notify your utility by completing an election form. You must contact your utility or complete the election form below. If you want to stay with your current price plan no action is required.

Time-of-Use (TOU) Rates

As of May 1, the OEB moved to summer time periods. TOU rates are listed in the following table, which also indicates the hours to which these rates apply.

Ultra-Low Overnight (ULO) Rates

As of May 1, 2023, the OEB introduced a new ULO price plan for RPP customers. ULO rates are listed in the following table, which also indicates the hours to which these rates apply.

Tiered Rates

As of May 1, the OEB moved to summer tier thresholds. The Tier threshold for small business customers is 750 kWh all year round.

Hourly Spot Pricing

Most General Service customers with a monthly demand greater than 50 kW – who don’t have a contract with a retailer – pay the wholesale electricity price and Global Adjustment electricity charge. North Bay Hydro collects both charges from you, without mark-up, on behalf of the Independent Electricity System Operator (IESO).

Effective May 1, 2025, the IESO announced that the Hourly Ontario Energy Price (HOEP) will now be known as the Ontario Electricity Market Price (OEMP). Customers’ electricity bills will look the same. For more information on the OEMP, please visit the IESO’s website.

Customers with interval meters are charged the Ontario Electricity Market Price (OEMP), which is the price that’s charged to North Bay Hydro customers for their electricity consumption. The OEMP consists of the Day-Ahead Ontario Zonal Price (OZP) adjusted by the Load Forecast Deviation Adjustment (LFDA). The LFDA is an adjustment based on differences between the day-ahead forecast and actual demand and the price the market pays to account for those differences. The OEMP is calculated by adding the Day-Ahead OZP and the LFDA, which can be positive or negative, for each hour.

Retailer Rates

You may choose to purchase your electricity from another company by entering a contract with a licensed electricity retailer. Your contract specifies a fixed electricity price for a set number of years. Unlike North Bay Hydro’s rates, the fixed price is not regulated by the OEB.

Delivery Charges

North Bay Hydro Distribution Limited received approval from the OEB to implement changes to its Delivery Charges, effective May 1, 2026.

Delivery Charges cover the cost of delivering electricity from the generator to North Bay Hydro Distribution Limited, and then to your home or business. This includes costs to build and maintain transmission and distribution lines, towers and poles, and to operate provincial and local electricity systems.

Regulatory Charges

The OEB announced an update to Regulatory Charges, effective January 1, 2026.

Regulatory charges are the costs of administering the wholesale electricity system and maintaining the reliability of the provincial grid.

Additional Charges

Harmonized Sales Tax (HST)

Effective July 1, 2010, a Harmonized Sales Tax (HST) of 13% is applied to electricity bills. The implementation of HST is mandated by the Province of Ontario. For information on HST, please visit the Ontario Ministry of Revenue or call the HST hotline at 1-800-337-7222.

Ontario Electricity Rebate (OER)

The provincial government announced a change to the OER from 13.1% to 23.5%, effective November 1, 2025. The Ontario government introduced the OER as an expanded rebate providing bill relief that is applied to customer bills, largely offsetting price changes on the electricity line. The rebate is applied to bills for most residential consumers, long-term care homes, farms and many small businesses

Terms and Definitions

Customer, Distribution and Transmission

Customer Charge

The Customer Charge covers, together with the Distribution Charge, the costs North Bay Hydro Distribution Limited incurs to deliver electricity to your home, building and maintaining the distribution system, administration and billing.

Transmission Charge

This charge covers the costs involved to transmit electricity from generators to the city. North Bay Hydro Distribution Limited passes this cost through to you, without mark-up. The increase in the Transmission Charge reflects the cost of transmission services provided by Hydro One to North Bay Hydro Distribution Limited.

Rate Riders

Rate Riders

Rate riders are temporary costs or credits on utility bills. The rate rider is a mechanism used to flow through costs that are incurred by a distribution utility, or refunds provided to the distribution utility, that were not included in its tariff distribution rates at the time those rates were approved by the OEB. All rate riders must be approved by the OEB before they are applied to customer bills.

Disposition of Capacity Based Recovery (CBR) Account

This credit (refund) recovers the difference between the cost of CBR program in the wholesale energy market and CBR amounts billed to Class B customers.

Disposition of Deferral/Variance Account

This charge reflects the clearance of residual balances for accounts relating to variances for a number of energy-related pass-through costs.

Disposition of Global Adjustment Account

This charge reflects the variance between Global Adjustment paid to the Independent Electricity System Operator (IESO) and collected from customers. This rate rider only applies to customers who are not on the Regulated Price Plan (Non-RPP), enrolled with a retailer contract.

Smart Metering Entity Charge

On April 14, 2022, the OEB approved a decrease of the Smart Metering Entity (SME) Charge to be collected from customers effective from January 1, 2023 to December 31, 2027, on behalf of the SME. This charge recovers costs incurred by the SME to collect, manage, store and retrieve information related to the metering of these customers’ electricity usage in Ontario.

Regulatory

Standard Supply Service – Administration Charge (if applicable)

This is an administration charge of $0.25 stated on a 30-day basis. If your billing period is different than 30 days, the RPP administration charge will be prorated accordingly. This is a service charge for customers who haven’t contracted with an electricity retailer for their energy supply.

Wholesale Market Service Charge

This charge covers costs such as market regulation and management of the system. North Bay Hydro Distribution Limited collects this charge, without mark-up, on behalf of the IESO.
