Residential Rates and Charges

Understanding current rates and how they’re set.

Rates as of May 1, 2025

As of May 1, summer Time-of-Use (TOU) hours and Tier thresholds are in effect. Customers on the Ultra-Low Overnight price plan are not affected, and electricity rates remain unchanged.

Electricity Rates

Eligible customers on the Regulated Price Plan (RPP) have the option to choose between Time-of-Use (TOU), Ultra-Low Overnight (ULO) and Tiered price plans.

If you’re a residential, you can choose to switch between Time-of-Use (TOU), Ultra-Low Overnight (ULO) and Tiered prices.

To switch price plans, you must notify your utility by completing an election form. You must contact your utility or complete the election form below. If you want to stay with your current price plan no action is required.

Time-of-Use (TOU) Rates

As of May 1, the OEB moved to summer time periods. TOU rates are listed in the following table, which also indicates the hours to which these rates apply.

Ultra-Low Overnight (ULO) Rates

As of May 1, 2023, the OEB introduced a new ULO price plan for RPP customers. ULO rates are listed in the following table, which also indicates the hours to which these rates apply.

ULO price periods are the same in the summer as they are in the winter — the following pricing is in effect from November 1, 2024 to October 31, 2025

Tiered Rates

As of May 1, the OEB moved to summer tier thresholds. Tiered rates are listed in the following table, which also indicates the updated thresholds to which these rates apply.

These rates cover the cost of electricity purchased on your behalf. North Bay Hydro Distribution Limited collects this cost from you, without mark-up, and pays it directly to our suppliers.

Retailer Rates
You may choose to purchase your electricity from another company by entering a contract with a licensed electricity retailer. Your contract specifies a fixed electricity price for a set number of years. Please note that the fixed price is not regulated by the OEB.

Delivery Charges

North Bay Hydro Distribution Limited received approval from the OEB to implement changes to its Delivery Charges, effective January 1, 2025.

Delivery Charges cover the cost of delivering electricity from the generator to North Bay Hydro Distribution Limited, and then to your home or business. This includes costs to build and maintain transmission and distribution lines, towers and poles, and to operate provincial and local electricity systems.

Regulatory Charges

The OEB announced an update to Regulatory Charges, effective January 1, 2025.

Regulatory charges are the costs of administering the wholesale electricity system and maintaining the reliability of the provincial grid.

Additional Charges

Harmonized Sales Tax (HST)

Effective July 1, 2010, a Harmonized Sales Tax (HST) of 13% is applied to electricity bills. The implementation of HST is mandated by the Province of Ontario. For information on HST, please visit the Ontario Ministry of Revenue or call the HST hotline at 1-800-337-7222.

Ontario Electricity Rebate (OER)

The provincial government announced a change to the OER from 19.3% to 13.1%, effective November 1, 2024. The Ontario government introduced the OER as an expanded rebate providing bill relief that is applied to customer bills, largely offsetting price changes on the electricity line. The rebate is applied to bills for most residential consumers, long-term care homes, farms and many small businesses.

Terms and Definitions

Customer, Distribution and Transmission

Customer Charge

The Customer Charge covers, together with the Distribution Charge, the costs North Bay Hydro Distribution Limited incurs to deliver electricity to your home, building and maintaining the distribution system, administration and billing.

Transmission Charge

This charge covers the costs involved to transmit electricity from generators to the city. North Bay Hydro Distribution Limited passes this cost through to you, without mark-up. The increase in the Transmission Charge reflects the cost of transmission services provided by Hydro One to North Bay Hydro Distribution Limited.

Rate Riders

Rate Riders

Rate riders are temporary costs or credits on utility bills. The rate rider is a mechanism used to flow through costs that are incurred by a distribution utility, or refunds provided to the distribution utility, that were not included in its tariff distribution rates at the time those rates were approved by the OEB. All rate riders must be approved by the OEB before they are applied to customer bills.

Disposition of Deferral/Variance Account

This charge reflects the clearance of residual balances for accounts relating to variances for a number of energy-related pass-through costs.

Smart Metering Entity Charge

On April 14, 2022, the OEB approved a decrease of the Smart Metering Entity (SME) Charge to be collected from customers effective from January 1, 2023 to December 31, 2027, on behalf of the SME. This charge recovers costs incurred by the SME to collect, manage, store and retrieve information related to the metering of these customers’ electricity usage in Ontario.

Regulatory

Standard Supply Service – Administration Charge (if applicable)

This is an administration charge of $0.25 stated on a 30-day basis. If your billing period is different than 30 days, the RPP administration charge will be prorated accordingly. This is a service charge for customers who haven’t contracted with an electricity retailer for their energy supply.

Wholesale Market Service Charge

This charge covers costs such as market regulation and management of the system. North Bay Hydro Distribution Limited collects this charge, without mark-up, on behalf of the IESO.
